It is hard to argue with the saving lives part of the equation, but I'm sensitive to people changing the weather. I'm a skier, and I remember times in years past where people would talk about coming up with ways to minimize snowstorms. That would really get a rise out of me. I've thought of the converse- some western ski resorts that would seed clouds (I don't know if they still do this or not) by shooting silver iodide into them, to encourage ice crystals to form in the clouds.
